Odd Finish on Quarter

    I found this quarter last night. It has an odd finish and I cant find anything on the Internet that talks about how this happened. I am guessing that it is certainly PMD because it covers everything on both sides. Everyone was so helpful the last time I posted I thought I would ask if anyone knows anything about this kind of finish--Thanks

    Hard to tell from the photo. If you found it in circulation, it could be almost anything, but certainly something that occurred after it left the mint.

    surfaces after the coin was in
