    Jim, here in Harrisburg we have a neighborhood known as Shipoke. It’s right on the Susquehana River, on the outside of a curve in the river, and it is exceedingly low land. It floods about 2 times every 3 years or so. I’ve been working in Harrisburg for almost 10 years and I can recall 6 separate floods there. I hear Agnes in 1973 wiped the whole thing out. Still they rebuild there. No sympathy.

    In Reading, PA, Agnes flooded the Schuylkill River which inundated the 5th Ward. Even though the U.S. Army Corps of Engineers built a flood control dam upstream, the vast majority of the 5th Ward is now light industrial and park land. Penske Racing’s Indy Car operation was there from rebuild to 2006. Some people learn. No housing stock returned.
