It's a slight Misaligned Die Strike.. Always show both sides when asking Off Center Questions. I bet other side is normal. The weight is within tolerance.
You need to show the other side, because since they reworked the dies all of the Jefferson's have full steps. So the year is important. Also proofs don't count, and coins below MS-60 also don't qualify. Needs to be MS60-MS70 and before they fixed the dies.
