2003 State Quarter Error

    I have this 2003 state quarter i was told that it was environmental damage, but how can one side be clean no damage and the other be damage? Any help with identifying this coin?

    One side was exposed to a corrosive material and the other side wasn't.

    What process at the mint would cause that issue on a coin?
