Defective Planchet.

This quarter seems to fit the description of some type defective planchet. It fills weird to the touch,most of the devices are weakly struck on both sides,the rim of the coin is different, color seems to be of a greenish, some parts goldfish in color.Might this be any type of error that u might be familiar with?
