What is stamped on this 1998 Penny

Hello. I am new to coin hunting and this is my first post. Can anyone tell me what is stamped at the bottom left of Lincoln's bust? It looks like VOB maybe. Also, why and how was this done? Any information would be appreciated.

What should I use to examine my coins? I was thinking of a loop, but I do not know if that will provide enough magnification.

 

10x loop is fine, no need to get anything fancy or expensive.
