    I don't see how that could be considered a vice job, but it's certainly not as minted.

    No it is done on a lathe the cent is cut down and dime incerted in the void. Glued in place I've have seen several like this over the years post mint damage.
    I belie e these are refered to as cap cents.

    Nothing to do with a vice but it is just damage.
