PMD - Weird 198? Quarter

    Ok, I searched for similar posts regarding this type of "PMD" but alas, none could be found. There is raised metal that looks to be peeled from the topmost lamination layer. Washington's face seems to be unaffected accept for that metal buildup. I was thinking PMD because a die-crack that large or lamination peel/buildup would almost certainly be caught at the Philadelphia mint.

    What could cause this?

    Sorry about the images being such poor quality but they'e probably good enough for my question.

    Looks like something applied to the surface..
    Maybe solder material.
