There are 2 rings left of the ear, 1 on the chin, and 1 on the tip of the nose.

 

Never seen it before probably post mint damage but wait to see what someone smarter than me says

Seriously, what do we know about post-1982 cents? What are they made of?

 

Your Cent is a Copper Plated Zinc coin. Those are just plating issues called plating bubbles. Some have ruptured.

 

So it's worth a ton of money right?

I KNEW IT. now how do I sell it, but first I need to go home and scrape all the gunk off, itll be brand looking new

 

Use a wire brush.
