    Looks like environmental damage.
    Maybe dug up.

    You want to see dirty?
They certainly didn't come from the US MINT like this.

I had an entire bowl of coins like this, quarters, dimes, etc. Nothing has cleaned them. Except a Brillo pad so far.

Not Mint Errors.. As stated.. Environmental Damage!..
I metal detect and have found hundreds like yours in parks and beaches. Soil, dirt, sand, water and the weather can affect the Clad Layer.. Here are some Quarters

Wow, those almost look like they are missing their clad plating!
    They're really weird looking.

The problem with people thinking that it is missing the Clad Layer especially in many Newbie threads is that they don't know that a Missing Clad Layer Mint Error usually just occurs on one side of a Clad Coin.
Here are 2 examples from my collection -

The other side of both Clad coins looks normal.

Isn't is possible to see it on both sides though? I seem to remember seeing one graded by a third party that was missing the clad layer on both sides.

Maybe you are thinking of an Improperly Annealed Planchet

Likely where you live and found those has acidic soil, which eats the heck out of the coin you lost.
