That's not the way it works. It means "none better". You will see auctions on EBay which say "2/0", meaning 2 at that grade and none better.

I have a coin in my collection which is at least XF and probably AU. The current top pop is VF, with only 2 graded. Unfortunately as mine is not graded it does not qualify.

Exactly. Top-pop means “none graded higher”. It doesn’t need to be a single coin. E.g. MS 66 - top pop 3/0 3 = no. of coins in MS66 (highest grade) /0 = none graded higher
