Recently I saw a few sights on youtube where some people collect notes that had strange of different numbers settings (not talking about radar notes or star notes). But where the number alignments are rare. Example on this one, it shows 2 different years; first year is 20 30 and the second one is 1983. Would a collector be interested in this? Thanks.

You could probably get good money for it from someone who was born in 1983 and is going to die in 2030.
Even if you had a interesting serial number which you dont have, condition is The number one thing collectors consider your note has several issues so Looks like another walmart spender !
