That was the first thing i checked for, under many different lights, and under many different magnifacations. I looked for traces of ink or wear on the bill there. Nothing shows that it was erased.

nice find! if the black seal is not there, how could serial number and the green seal be there? i thought the bill was first printed, and then the seiral number and seals were printed after that.

    OK,

    two things to look for

    1. Is there an impression of the seal? If there is, then this is a dead giveaway that the ink was clogged and the bank seal was getting ink. Easy to prove it's not a fake in this scenario.

    2. Any evidence that a foreign object was stuck to the bill? This would usually be extra paper cutoff between the second printing and the overprint. It may or may not leave an impression. If the foreign object was stuck there before the second or even the first printing, then it definitely would have left an impression on the paper.

Any part of the overprint is easier to erase than any part of the design from teh first or second printing. If it was done crudely, then there would be evidence similar to what you would see after taking a pencil eraser to paper. For a comparison, take a normal note, a pencil eraser, and try erasing the bank seal or a serial number digit.

Also, try to get higher quality scans uploaded if you can.

Here's hoping you have a genuine error!!
