jon: still hard to see, but NOT a brockage. Looks like a clashed die. the image of Abe is clashed onto the reverse die.
This is a case of progressive, indirect design transfer -- a form of die deterioration. A mushy, incuse version of Lincoln's bust was transferred to the reverse die through the intermediary of hundreds of thousands of struck planchets. It's a common effect on wheatback cents, especially those from the late 1940's.
