It sure does have a proof like appearance, and would love to see some better photos of the coin.

 

They should. This is something people have been trying to get PCGS to change for a long time. I think eventually they will, or at least expand it but they seem to be holding the line for now.

To me this is where NGC is the most inconsistent with their designations. Sometimes it seems like they won't give it out just because they don't want to, but to answer your question yes they generally are.

 

I assume a fresh fingerprint will acetone out, and an old one is etched into the surface of the coin. They say it doesn't affect the grade, but it can't help eye appeal.
Sometimes they need to grade with blinders on. And if a coin is a certain special thing, they need to label it as such, even if it's the first one. It's not their job to worry about increasing the population of a certain issue.

Obverse has a nice liquid luster look. It’s much nicer than the original one I posted. These are screen shots from the video I posted on Instagram.

How PL would it actually have to be to get it on the label.

 

I see cartwheel luster in your photos, can't be a proof. I can, see the S pretty well.
