    The inside is copper. It's just rusted.

    Agreed - clad dimes (and quarters) buried in mineralized soil look like this after a few years

    Yes, environmentally damaged- discolored from being buried in mineralized soil- but not "rusty".

    Rust happens on ferrous metals like iron and steel.

    This is a copper-nickel clad coin.
