Isn’t the first one a binary? What makes this a spender? I heard binary notes were significant (not to mention it being a star note too).

the first one is what I call an ALMOST, it is almost a radar if only 2 numbers switched position. It is however a binary note but it is not a true binary which consist of zero's and one's. The condition yours is in is not very desirable but some ebay fella might want in in their collection for whatever reason.
