No. To be a replica it would have to resemble a real coin. The only Empire of Maxmillian gold coin listed in the Standard Catalog of World Coins 19th Century is a 35mm diameter 20 pesos. The obverse is similar to the one you are asking about, and the legend on the reverse is the same, but besides the size differential, the design on the reverse is entirely different. At almost silver dollar size it's not "tiny" by any stretch of the imagination. The catalog value of the 20 Pesos is $500-2,500 in Fine to Uncirculated condition.

Fantasy coin .........is too polite a term ..... I call it junk .... Stay away it is only a coin in defintion (A flat circular piece or object felt to resemble metal money) and has no numismatic value!!!!
Just to be fair - not every small coin is a "fantasy" coin. They're a whole lot of mini replicas in gold and other metals, but that's true, it has to be a copy of a real coin to be a replica Cheers, mik
