post mint,or mint error?

My friend asked me to post this picture of a penny with an issue on the pillar. Is it post mint damage, or mint error? Thanks for any help that you may give.

What year is it? I am assuming Copper Plated Zinc?

Could be a small Die Chip but it's too blurry to make a proper attribution
