I am not sure how it toned like this, but I suspect the coin toned in a roll or bag of some type, or there was a VERY good coin doctor who did them all. In actuality there are a number of similarly toned coins -- all from 1924 -- and all graded around 64, and all graded by NGC between 1992 and 1997.
