    A couple things to consider. The scarcer S mint coins were selectively pulled from circulation as they worked their way across the country so even after 40 years few found their way all the way to the east. Second the 1974 S was kind of a special case. The Mint was aware that there was hoarding of the "last of the S mint cents" going on, so they started deliberately mixing their output with cents from the other mints and distributing them across the country. So the 74 S cents had a much easier task getting to the East.

    The 1968S is the lowest mintage Memorial cent. However, they are only worth saving if in mint state. They were widely hoarded, so they are easy to find in mint condition but most of them are MS-63 and below. Additionally, it was the last year for the old, highly-worn, obverse master hub so all the obverses are mushy.

    The challenge to collecting these is finding those with clean fields, virtually no hits and spot free. I also seek examples with full and complete steps - they are pretty difficult to find. Here's the best one I could find:
