City gate? Temple? Arch? Aquaduct?

    I won this rough coin (among a handful others) last weekend and I've been using my waiting time to ID them. I've got the others but this one is giving me fits. I think it's a dupondius (I estimate it's 26-27mm)... or maybe an as. Does anyone recognize this reverse?

    Here's the obverse, I fear it's even rougher lol. I think I might be seeing Otacilia or similar female? I certainly might be wrong though.
