2016-P Teddy R/ND 25c Struck Through, Worn Out Die, Both, or What?

    Double Die I know just enough to be dangerous

    Found this quarter with an almost featureless obverse and the reverse is only a little better. George looks like a ghost and you can barely feel any details on the obverse with IN GO TR being the sharpest details. The outer rim on the reverse is all spread out and weak while the interior isn't too bad. What's the consensus on this one?

    The flow lines you see emanating outwards are indicative of a worn out die.
