DD or Machine doubling??

    You talking about the area around the 9's?

    That looks like a plating issue to me. Notice the diagonal streaks across the coin? The plating on this one is messed up - and it is quite common to see that shadow appearance around the date like that. Super common and not worth more than a penny.
