Welcome to CT @Bunny82 I’m pretty sure when these notes were printed, the paper was damp and different sheets dried at different times and shrinkage played minor size discrepancies. They are probably both within BEP tolerances at the time.
I agree with paddyman98 and SteveinTampa. The folds and minor size differences within BEP tolerences, either is likely. I have some Silver Certificates that show this kind of size variation as well.
It may be because of margin adjustments. If the front/obv and reverse are off register, then this could happen and the cut was adjusted. do you understand? Place a bill or that bill to a strong light, and look through the bill and see the line up of the margins of the front plate to the back plate. that will give you the answer.
What years are the notes? Smaller sized silver certificates were printed from 1928 to 1964.
