    Damage. 10 cents. Something scraped the face of the obverse it seems.
    There is unusual wear near the rim at 7-8-9 o'clock but that looks to be post mint as well.

    It looks to me that @Michael K is on the money as it were! PMD, post mint damage is when all the physical damage to the coin occurred. What that event was will never be known but it didn’t happen at the mint.
