Sales of the 2018 Congratulations set, a Proof 2018-S American Eagle silver dollar in a special gift-focused folder, total 9,015. This product has edition limit or ordering limit, factors that keep the product from being something a speculator would buy to flip for a quick profit. Contrast the current approach with that for sales of the 2017 Congratulations set, which sold out its 75,000-set edition in two minutes on April 4; that product featured a Proof 2017-S American Eagle silver dollar. This year, as in the last, the San Francisco Mint version of the Proof American Eagle silver dollar will be offered in a second product, which this year will limit the quick-profit possibilities found by buyers of the 2017 Congratulations set.
Sounds to me like they're confused. Yeah, I checked eBay too and the sets have a W Eagle, so not a mint screw up, like the 2014 Coin & Currency Set.
