Where would cents that are in Plastic shrink have been rolled? And would 2009 unopened rolls be anything to save? They look to be uncirculated. I found about 6 rolls of 09 and the same in 2012. they were in a box that was nicely weighing down some foreign notes.

By the time they're worth something, you'll be dead. I wouldn't save them.

The coins you have were rolled by a third party company (such as Brinks, Garda, etc.) that received them directly from the mint. The practice of shrink wrapping coins started in the 1980's. Coins aren't shrink wrapped too much these days and seem to have been phased out in favor of paper rolls in most areas.

If you don't wish to continue saving them yourself I'd offer them up to collectors before spending them. Collectors of rolls of cents typically like to collect an uncirculated roll of each year from the P and D mints.

You might want to hold onto the 2009 cents if they are indeed uncirculated. True there were many sets and rolls sold from the mint. But, there were also many different varieties of those 2009 cents. Alloy composition, finishes and reverse designs were some of the differences of those cents. There were also doubled die coins reported. High grade coins still bring good money even if they are moderns.
