Ideally you want to be under 100. But under 1000 is good. I would keep it. Check the link on fancy serial numbers in many of these currency threads. As for the scanner, take the photo with a camera, the next level down would be the phone.

You've run into CDS - Counterfeit Deterrance System (https://rulesforuse.org). You either need a quite old scanner, or look into scanning software called VueScan.
