There is a long time Coin World advertiser who has been offering "premium quality brilliant uncirculated" US Morgan dollars on a regular basis. Even though I'm a world coin specialist, I do buy nice US material once in awhile if I can get a good price. One of the coins I own is a MS 60 1900-S dollar. This guy has been offering the same coin in his dollar section at $175 for years. The same coin currently trends in the Coin World monthly for $300 in MS 60 and it has been higher. I guess it all depends on what you define "PQBU" as. IMO, a MS 63 would be needed to meet this definition. This is not a new thing. Many Coin World advertisers have been doing this for a long time. There's no substitute for buying coins sight-seen!
I would imagine that either he bought a bag cheaply and is comfortable with the profit margin, or he is passing sliders as BU. My gut would go with the latter.

Might be the same guy but there is one that has been offering BU 1884 S Morgans for years for just several hundred dollars.
