Okay, it is circulated and there is PMD. However, I noticed the UNUM looked strange even for circulated, I compared it and it still looks "off". I then looked the rest of the coin over and if I get it tilted in the light just right it appears there are numbers between the date, very faint but it looks like it. Thoughts?

Everything you see on the coin
is because, once again, it was
    struck from a worn/overused die.

    You're seeing shapes and numbers
    due to Pareidolia.

Looks like it’s from a well used die that has deterioration. I think the ghosting is just an artifact from the die deterioration or some PMD. It isn’t an number. The UNUM could be PMD as well. Another possibility is that the coin didn’t strike up very well. Notice that the area on the Obverse, opposite UNUM is a high point on the shoulder/bust of Washington. A lot of metal needs to fill that space, so it’s possible that there wasn’t enough striking pressure to fill the letters. You can see a similar effect on the pre-2009 Lincoln cent reverse. The STATES OF is opposite the high area of the bust and many times it will be weak.

Generally, if a coin has seen a lot of circulation, there is a very good chance that any odd looking mark is due to PMD and not mint related
