In historical terms, Kaiser Wilhelm II was a progressive emperor. He had the misfortune that the Serbian Secret Police/ Black Hand plotted and succeeded in assassinating the Archduke Ferdinand and his spouse in Sarajevo in 1914. This led to war between Serbia and the Austro-Hungarian Empire. Czar Nicholas II with all his domestic problems thought it would be a good time to declare War on the latter. This forced the Kaiser to come to the aid of Franz Josef, due to previous alliances, which ultimately led to WW1/ Russian Revolution/ Communist Regimes that killed 150+ million in China/USSR/Cambodia.
