    Tried cleaning it with soapy water didn't make a dent

    Environmental Damage. This is due to exposure to the elements.
    Dirt, sand, soil, weather temperature and water will affect the surface of any coin. I metal Detect and have seen hundreds of examples such as yours. Cleaning it with soapy water won't do anything to make it better.

    Also. Coins are struck/minted with a Die.. not a dye
