Maybe KIANGSU-KIANGSOO PROVINCE, Y# 162 as listed in "The Standard Catalog..." Manchu “Boo-su” at center. Looks like there are many varieties. Is the edge reeded?
Two and a half questions: why on earth are there so many variations on these coins? How does one determine value given the various types? Are some significantly more rare than a others?
