Is this an error 1995 p half dollar

    The boarder is off center on the bottom ,not sure if it is common mistake or not, any advice would be appreciated thanks.

    It is called a misaligned die (MAD). It's fairly common.

    If you see what looks like reeding in the misalignment then it's also a Collar Clash. You need to tell us or show a better picture taken in brighter lighting.
