Is this an error or was it done after it was minted?

    post mint damage either the coin has been in a dryer for a long period of time or someone started to spoon the coin down for a ring. Google search dryer coin and coin spoon ring.

    Look at the edge to see if the reeding is smoother than normal - that will show you it as described above.

    I say Dryer Coin.. The surfaces look distorted due to the heat
    (this is my opinion so those who don't agree.. I understand)
