It looks like a staple scratch (PMD) on the obverse, but I can't see anything on the reverse from that image. Try taking a better close-up from directly overhead. Be sure to crop out the extraneous background before resizing the image. Finally, use the "Full Image" option when uploading it. The "Thumbnail" option sucks, not just your image, but all the time. Sorry to say Neal but just looks like a lot of damage along with some machine doubling on IGWT. Also looks like it was held with a pair of pliers while someone tried to buff off some of the design as a prank.
Well I thought that it looked like someone had took a grinder to it however after a second look I can tell it wasn't done with those type of tools I'll try to get better pics up later thanks guys
Looks "repaired". Coins get really beat up and sometimes they are repaired with a hammer and file so they can be returned to circulation.
