Weak strike? Wrong planchet?

    I once reported a Florida driver whose license plate was 6UALDV8 because I did not think it was appropriate. The plate was promptly confiscated and placed on the state's "Do Not Issue" list.

    I obviously know what last 3 mean which i dont see any offence but im having a hard time with the first part or is there any thing in the first part sorry its probably obvious im just not piecing it together i enjoyed the story though
