I understand a little bit of German, and I think this is from Austria. "Obst." probably means Obsterreich, meaning Austria. "Wien" means Vienna. Neat coin there.
Gotta go with your gut feeling, listen to it, do not ignore it. If it tells you something is wrong, then shy away. If you like it, go for it!
Picked this up today which opened my eyes to the world of National Comemmorative Medals. Made by the US Mint, there are 2 books on these. I don't have either book but if anyone has "National Comemmorative Medals of the United States since 1873" by William Swoger I'd love more info on this medal.

The coin will no longer get you on board for free....some years ago they decided not to honor it any longer as admission to the ship.
OK, I will forget about going back to Baltimore then. I got this coin today, I think it is a kind of token. The German word is "notgeld" and I didn't have good luck translating it. Made of iron I think, has that neat looking bear on the reverse side.
Notgeld (German for "emergency money" or "necessity money") refers to money issued by an institution in a time of economic or political crisis. The issuing institution is usually one without official sanction from the central government. Aachen is a spa city near Germany’s borders with Belgium and the Netherlands. Aachen Cathedral was founded around 800 A.D. and a Gothic chancel was added later. Its Domschatzkammer (treasury) has medieval artifacts including the shrine of Charlemagne, who was buried here in 814 A.D. Nearby is the baroque town hall, Aachener Rathaus, with 19th-century frescoes. Sulfurous water fills the fountains of Elisenbrunnen.
Since the refit in 1976 she has been through to my knowledge another major as well another minor refit. I believe the cost of these refits caused the authorities to make the offer of free admission showing the medals void. She is still a commissioned ship in the U.S. Navy.
