I have never seen a PCGS slab like that one and the Kennedy in it certainly does not look "brilliant" to me.
I do believe it is a bulk submission slab. A submitter pays a set price per coin for the coins to be graded as BU - no other grade is given and they use a unique slab & label.

It has the copyright symbol followed by "2007 Collectors Universe, Inc.", but that doesn't prove it's genuine.
I just dont get it ~ even if they come out w/a new label .. where's the #, and where's the logic in grading that BU? Weird.
I've heard so much about China making coins, I wonder if some rumors are true that they also counterfeit the slabs. Maybe real, but I am getting nervous about odd looking slabs.
That's scary to me. So, if I send in a roll of common date BU wheats they'll come back as BU but in a PCGS holder. Then people can either ignore them or cherry pick OR pay for the name on the slab. Sounds like PCGS is out to make some quick bucks here relying on nothing but their name. Think about it. You send in a roll of red cents that are obviously original and they slap it in a slab and call it BU for a fee. I can do that with a 2x2. Sinking to an SGS level here IMHO.

Well, I couldn't find anything 'on' the website so I've emailed PCGS w/the inquiry ~ will send an update when I get a response.
Pretty much all of the TPG's do this. They do it for folks like the TV shopping shows or other large retailers. There is never a grade assigned other than BU or UNC. I think the minimum number is 200 coins and they get a flat rate per coin. And rather obvioulsy they do it for the money, that is after all their reason for being in business.
Yeah, Now that you mention it I have seen BU slabs on TV. Also I realize they are in business to make money - I have no problem with that but one might think they would want to maintain an image they've built up. It's kind of like Rolls Royce coming out with a two door hatchback. Getting in cahoots with the morons on TV surely doesn't raise my opinion of them. Conversely, if they DIDN'T do this we might see SGS slabs running amok on TV. That's even scarier. I'M SO CONFUSED!
Though I can't verify the minimum submission size, Doug has it all right. I am quite certain that coin i genuine as is the holder. The coin is likely MS 62-3 quality and it probably cost about $4 to slab.
GDJMSP had it exactly right But I don't think it is a general "off grade" bulk label. It was probably made special for a given client. PCGS and NGC have both done that on multiple occasions
PCGS won't comment. I attempted to post an inquiry about this label on their forum's Q & A section very early last month, and it has never appeared or been answered.
A lot of dealers will make a submission say of 5 rolls of kennedy halfs, that are all uncirculated. They more than likely have pulled out any good ones, and they simply ask for them to be labeled uncriculated. They get a discount, because a grader can speed through them since they don't have to assign a numerical grade, and then they hand them out as gifts to customers. Or on the other side, it could be tv shows doing it.
