Take a closer look at Table 29 on P.50 and 51. Specifically, look at the column headers paying special attention to the units of measure and then look at footnotes (5 and 6). That should be the light at the end of the tunnel on your 6 month quest.
@Oldhoopster beat me to it, but looking at these pages I see the mint made zinc coated steel cents in 1943. No other mention of any other date. If your cent is attracted to a magnet (as it seems from your photos), take it to a dealer or send it in to one of the TPG's for authentication.
The key to the report is "uncurrent" coins of "Steel", zinc coated cents, withdrawn from circulation.
I can't tell anything from you images beyond three possible opinions of your coin. It's either polished, plated or an impaired proof. To narrow it down further, it sticks to a magnet and it's off color, most likely plated. For better answers, post better and clearer images taken flat on the coin. Seeing the coin at strange angles doesn't help. These were taken with my cell phone, and if I can do it, everyone can.
