Appears to be a VF-level coin, it should have no red showing. Most likely it was cleaned and retoned.
When something is harshly scrubbed, it may look shiny, or nice, but it has scraped off a layer of metal that can never be returned and the coin is practically ruined, even though it "looks" nice.
Nonetheless, two of the three I have were all pulled from circulation many years ago, perhaps as early as 1960 when I was in my middle teens. I've just looked at all three and mine don't have nearly the detail that this one does. Your eyes must be far better than mine, Michael, because I see no evidence of scraping in the photos. I would have to estimate that mine are practically ruined too, even though there's no luster on them at all.
