That coin is a good example of what cleaning does. That obverse look like it had a close encounter with a Brillo pad.
If you can make out the 3 bars on the (rev.) upper wing like this one, it crosses into XF territory, though I agree this was probably cleaned. Still worth some $ though.
(Edited and corrected), thanks Kirk. You're right and it's late. The coin is a key date and therefore is saleable, but this coin is the poster-child for problem coins.
I guess to be fair I have to admit that Photograde backs up what night*hawk said. I also admit to being very strict in my grading and likely need to loosen my standards a bit if I want to keep up with modern grading trends.
EF Details from here, hard to tell degree of cleaning if any from pics like this, regardless; this coin should be sent in to a tpg like NGC or PCGS to at least get it into a genuine holder. JMHO, -Ron
Well I must admit that I prefer the older standards, but I don't feel that they have changed as much for Peace dollars. For Morgans and St. Gaudens standards though, they are pretty embarrassing today.
