I've been to the US Mint guidelines it doesn't give the exact weight I know 3.11 to 3.17 is a bronze penny or greater I have a bronze penny that weighs would that be a planchette error 3.30

Im a very factual person i agree but i need the true fact is the allowed so what you are saying is max of +0.13+3.11=3.24 max ..next ? Any value in overweight based on condition also im sure
I wouldn't consider a coin that is just .06 grams out of tolerance to be signifiantly overweight. As I have mentioned elsewhere, if you get a cent that weighs 4 grams or more then you've got something.
Also if I might ask, what type of scale/balance are you using, and has it been calibrated recently. Secondly, is the cent bright uncirculated state or is it corroded to some extent, as one or both of these factors could contribute that small of extra weight.
