    Your pictures are sized a little funky as in "out-of-proportion" but from what I think I can tell they're both MS64s from a technical or condition standpoint and PL.

    Are those flips PVC-free? I've see others that look like them that contain PVC.

    No the flips do not have PVC. The coins have been stored in these flips for over 20 years in a SDB.
