It's not RPM or OMM, it's due to die deterioration.

 

Agreed! Also, an OMM would pertain to two different mintmarks, one over the other such as a "D over an S", not a "D over a D".

I am posting this for your reference, the double die listed has the same exact D as the one you have posted, the second D can be seen at the bottom inside of the D and at the top of the D

Yours is die deterioration, the one I posted is an RPM.
Yours is similar, as in the D's look alike but, yours is missing the second punch.
