It's a combination of that and PCGS not having a scan or photo of their coins. PCGS switching to having an NGC style photo for all submissions would certainly help with knowing if coins have been altered in the slab. Also, that seller does have some natural coins mixed in. You can find some of them have sold on GreatCollections or from other ebay sellers.
A good amount of his PCGS ones either aren't toned at all or look fine. I expect everyone to have more PCGS coins for sale at this point, selling NGC ones for a decent price without a * and/or CAC is getting increasingly difficult. That said I would take note of which pictures are clear and crisp and which ones are washed out and maybe even post enhanced. The washed out ones may not have much color at all in actuality, but considering the number of threads and some before and after pictures that have been posted it looks to be calming down overall. I'm sure PCGS has been keeping an eye on the situation.
