2004 (3) penny error coin?

My brother found this a while back. Here is some solid pictures of it:
The left shows the penny, the right picture highlights the 3 that shouldn't be there.
What do you think of this. It says: 20043

Sorry, but your coin., is just showing some evidence that it is copper plated zinc.

But, it looks so much like a three!

 

I know it's off topic but Andy how did you almost get an 1909s indian head cent for 3 dollars?
