If you have the guys address, take a little vacation and show up on his doorstep for a discussion. If eBay told the sellers address before-hand, I'd never deal with a person that had payment to a PO Box. Having the guys address, you could possibly find his phone number. Talking in real time offers much better results than dealing with some sap hiding behind a keyboard. Bleah !
You can get anyone's phone number just by asking eBay for his contact information providing you have completed a deal with him - buy or sell. For some reason they will not give you the address (just the town), but they give you his phone number.
Well, this has come to a conclusion... Not a great one, just a conclusion. He left me positive feedback, I left him positive feedback, because he did uphold the actual wording of his auction. It's my fault that I read something into it that was not stated. I didn't leave him glowing feedback, but, hey what are you going to do... Well it's a lesson learned. I lost a couple of bucks, but no more than when I got screwed by a coin shop in Ohio over some supposed "BU" steel pennies... and for about the same price... And as much as I want OBW rolls from the Cincinnati bracnh of the FRB of Cleveland, I just will not deal with this guy again. I do find it funny how people's opinion of ebayers varies wildly, as does their opinion of ebay itself. I get awefully frustrated with the persistant attitude that a buyer's only responsibility on eBay is to pay promptly! That is utter nonsense. You ask "what else you are to do" and the answer is obvious, contact the seller to see if he will fix it! Any feedback left before resolution with the seller is attempted in good faith is premature and opens a buyer up to thouroughly deserved retaliatory feedback. Speedy, you are thinking like a buyer here, but rlm's cents is thinking like a seller. If someone I didn't know bid on one of my auctions with feedback that poor I too would consider canceling his bids. Buyers shouldn't have negative feedback ,as that usually means they either din't pay or they din't work out their issues with sellers and just left feedback if anything doesn't go perfectly smoothly; both types of buyers are ones I want to avoid. I want to work with buyers who pay and if something goes wrong give me the chance to fix it before posting feedback.
David, this is a wise choice and I think the most appropriate one. I would expect this to work out for you. I don't know all that many sellers who would want to risk a neg over less than $2. edited to add: I see that you were able to work out some sort of solution with your seller. That is the way eBay should work.

You know this statement really confuses me from a sellers point of view and I buy and sell on occasion. It IS the buyers responsibility to pay promptly. How long will you wait for payment? 2 weeks, a month, several months? I do not accept Paypal and am pretty lenient until about 3 weeks which I feel is better than most sellers. Now, do you send coins out BEFORE they are paid for? I've had people expect it but believe me it doesn't happen. Does one go into McDonalds for a nasty burger and pay after having eaten it? You can't even attempt to fix the situation until you have received merchandise which you have paid for at which time you can inspect said merchandise. Then, and only then, can you actually complain to the seller to rectify the situation. If you could do it any other way you could choose the easiest option and just not bid.
I take this as being said it's unopened...otherwise it wouldn't be "original federal reserve wrapped" in my opinion. But, for the price you paid, I wouldn't worry about starting some kind of fruitless actions against the seller. Based on all the negatives posted about Ebay and their lack of attention to fraud and such, it would be a big waste of time. Guy~
