Cleaned, best you could hope for is a F maybe 15, agree with eddiespin. IMHO, improperly cleaned genuine (or) Details.
The amount, and relative darkness, of the crud clinging to the tight areas of the coin when the rest of it is relatively "clean." It's especially heavy around the date & stars to each side. One set of pictures does not a definitive diagnosis make, but this is a red flag for cleaning even when hairlines can't be seen. The only way to achieve this look "naturally" is for the coin to get really, really dirty and then go back into circulation for long enough that finger handling wore most of the dirt away. That's unlikely in the real world. For me, I evaluate it as a cleaned coin until I see evidence to the contrary.
